Here is the list of Unlockable Characters in Street Fighter 4:

1. Akuma: Complete Arcade mode with all unlockable characters except Gouken
2. Cammy: Complete Arcade mode with C. Viper
3. Dan: Complete Arcade mode with Sakura
4. Fei Long: Complete Arcade mode with Abel
5. Gen: Complete Arcade mode with Chun-Li
6. Gouken: Complete Arcade mode with Akuma
7. Rose: Complete Arcade mode with M. Bison
8. Sakura: Complete Arcade mode with Ryu
9. Seth: Complete Arcade mode with all 16 normal characters

The Easy Way to Unlock the Characters

To be able to unlock all the characters, just complete the arcade mode. An easy way to do it is to set the difficulty level to easiest mode. Mash the strong kick button, that should be enough to defeat all of the enemies. You may need to press forward every once in a while. This becomes even easier if you have an arcade joystick with rapid fire. Just put a weight down on the strong kick button and have rapid fire turned on.
